Where the edge of the roof does not feed into a gutter and does not abut a higher vertical wall these are referred to as verge drips. Also called drip edge flashing or d metal they serve a vital function by directing water away from the fascia and into the gutter. If you install the drip edge on top of the felt any condensation or water running down the roof surface between shingles and felt will run underneath the drip edge down the fascia and perhaps into the building soffit or walls not a nice thing. In all cases it is important to properly detail and install the edge conditions.
